Curious to see a Canadian-registered aircraft fighting fires in what is obviously southern California.

It’s actually a fairly common practice. When one province (in this case, Quebec) is having a fairly slow forest fire season, some of the equipment and crews are sent to other provinces or American states to help out with their more active fire seasons. This particular plane, the Canadair CL-215 (built by Bombardier) can scoop up over 1400 gallons of water in just 12 seconds!
