I know a guy who used to do that to me in my old neighborhood. I taught him a lesson when I beat off on the hood. He eventually moved it.

I had a neighbor who used to do that so one day I called a buddy of mine who owns a tow truck and told him about the abandoned car in front of my house. He came and towed it away.
