canadianbelle notice the garbage can container that means the trucks are not capable of bag pickup, now maybe they have refuse and or junk pickup every 3-6 months but most cities will not let you put that trash out until one week before the pick up date. Reason being trash gets scattered and it way more work for the crews to deal with.

If it is bothering you that much, take two minutes to walk across the street, throw the bags in the bin, and leave the bin curbside. It would take less time than the time it took you to submit a photo here. Sheesh!
