Weeelll…have you been looking? I’ve lived in several places where I’d be in my yard or patio and look up to find a neighbor just standing there (or sitting there) staring at me. The last place I lived in, the strange Middle Eastern family across the street would come out and sit on their front porch and stare at us any time we went into the front yard to garden or do anything. I figured that maybe people don’t really realize they are doing it, or that the people they are staring at find it rude.
